Enclaves
In general, an enclave is separate territory within a country, like the Vatican in Italy. In my usage, it is a separate territory within our state with certain civil liberties denied and with a security fence. Members are volunteers but are also physically trapped.
Enclaves have been designated as unconstitutional, but the reality is that our prisons are becoming enclaves. With 1% of Georgia's population being imprisoned, more accurately .7% nationwide, our prison system are teetering toward becoming political prisons. This was even more realized when a Georgia legislator wanted to have a 50 year sentence for some violations.
The purpose of an enclave is to help people that cannot be rehabilitated for some specific, scientific reason that does not impair them from being a productive citizens. Two such types are pedophiles and drugs addicts. Most important is that an enclave is not closed to communications and is not closed to others who want to live in the enclave.
However, why would not a murderer be allowed to live in an enclave? I do not yet.
