Make Victimless Crimes Non-Felonies

Georgia spends one billion dollars a year on prisons out of a fifteen billion dollar budget. The prison system is overrun by people who have been convicted of victimless crimes. These people are basically political prisoners who are costing the tax payers millions of dollars because of a legal system setup to promote right-wing ideals about what is wrong and right.
I propose that these victims of political persecution at least be kept to the status of misdemeanor and kept out of the prison system by serving their time on probation or in limited county sentences.
